What you really need is willpower MAIN tree.
Deep space resiliance, extreme situation training etc.

Weapons and ship skills used to be Willpower... so I got more willpower than perception. CCP never switched my attributes after they switched the requirements 
30+ willpower here so...kinda biased too

But let see about how many skills are we talking? 14 in total, that is with the 2 minings in the list, which aren't needed for combat. Now do you want me to list the number of weapon and ship skills those people need to fly those ships effectivly? I'm sure you see the point I'm raising here with usefullness ;)
Pretty balanced otherwise myself too, skillwise not mental wise, and yes i see what you mean. But there are things like willpower that have NO maintrees. I think those should be handled first.
Also, what do you suggest as skills? Charisma based ships? Holoprojector to broadcast your projection on battlefield for morale?
"I want moar!" isn't a valid argument without some form of suggestion

Also, funnily enough, social skills also help miners by creating better relations(aka refining) with corporations.
